Rinse anchovies, dry with kitchen towels. Preheat cooking oil to 160°C, add in anchovies and cook until golden brown, stirring occasionally. Drain and cool on an oil strainer.
Add sugar to soy sauce, mix well.
Preheat a cooking pan, add in some oil, add in onion and cook until soften.
Add in soy sauce mixture and chilli padi, cook until slightly thickened.
Add in the anchovies and mix well.
